Don't worry Challow and Linet,it happened to me when i was building way in 2018,in Nyanza but somehow God worked away for us and the Kplc found away to do it.And it's better the neighbour refuses at that point instead of after installing. All things work for good,to them who love the Lord and are called according to his purpose purpose
