Do you factor in genetics when training ? My 10 month border does fly ball, obedience and exploration walks but is 100 mph around other dogs, no hello just immediate play. Any advice ? ( I’m using long line every where again and have little opportunity to practice around other dogs other than impulse control when I see the opportunity

My border is 9months old and the same, he just wants to play with everyone, but not everyone wants to play with him, but he doesn't seem to learn.
