They're supposed to act like Cole is something very big like a celebrity, so they act like, "It's Gordon Cole!", to make the audience feel his importance in the department

The FBI thing is a symbol of the actual movie set. He is the director (fbi chief) and Kyle is his main characther etc etc etc.
