It's to burn off the right amount of Krnki to enter the next burst window with exactly 100. In an actual fight, it won't play out like this since you'll be able to utilize Tengetsu to generate extra Kenki, but it's a good fundamental to have and understand that you can you use gyoten, shinten, or even yaten interchangeably to setup your Kenki.

Is this with using something like noclippy or alexander?
Those aren't necessary for this example, but if you have high ping then it may be necessary especially in areas with double weaving.
