I have the same problem with my 40hpr mercury,,, It will run if I pump the ball,,, Or if i'm wide open,,, The second i slow down it shuts off unless I pump the ball..
My fuel pump diaphragm had a good size hole in it causing a loud kabooooooom every so often and dies from flooding when throttling! Replace fuel pump if i were those reading this comment! It looks good on the outside, not inside!
My dealer told me to never put a paper fuel filter on premix fuel. He said the oil is absorbed into the paper and restricts the flow of fuel. I removed my fuel line filter and my high speed fuel starvation problem was solved.
I understand your point. The fuel filter I'm using is specifically made for outboard motors. As you know a big percentage of the motors are two stroke and they require fuel oil premixture. I'm working with motors from 35years and I never had that problem. If you want you can take a look at my other videos and the fuel filter is always present there. Thanks for your comment! @@BoatMotors the dealer said you can put filters only on unmixed fuel. For mixed gas, sintered metal or screen. He said that is why 2-cycle outboard lines never came with filters. They rely on the screen in the fuel pump. The filter you are using looks exactly like the one I had. He said it is for unmixed gasoline only. I used them for a while and began to have starvation problems. My WOT rpms would rise and fall. This was the case with three different outboards using the same filtered line as a supply. When I removed the filter, as advised, all problems went away.

How do i know its not the carberator?
I cleaned and tuned the carburetor. There is no reason for the carburetor to cause any issues.
