Check Shipper Worldwide they do pallets to containers anywhere. It will not be as quick but it might be cheaper and all donations to one dept or central location for pick at one time.

I’d recommend you partner directly with a shipping company instead of going through a mailbox place. They might donate/reduce shipping by going direct and explaining what your doing.
I'm sure lots of other fire departments will join on board soon! Have you looked into a palletized shipping solution? I bet if the gear is all headed to the same location, this could be cheaper.
