Some PHV drivers who lose tfl green badge just go and get one elsewhere and then continue to work in London. So the driver may conceivably have already been done for phone use and lost tfl badge. Certainly a long way from Birmingham.... might be benign but might not be!!! There was a piece recently online about the %age of PHV badge holders for certain areas who live and work miles away to get round badge issues. Apparantly some areas are known for having a high %age of "out of area" badge holders.
I think you’ll find that’s impossible to do do nowadays because all licensing authorities log revocations on a national register ! The applicant also has to declare if he / she has ever had their license revoked !!!
Qualified PHV drivers -with the badge, often seem to do Uber work in other regions where they make more money. I've encountered that in Bristol where somebody on a Friday night has been qualified for somewhere like Cardiff but has come over for the evening. This makes them the worst kind of Uber drivers: in a hurry with no knowledge whatsoever of the town, correct lane for roundabouts, when you should actually give away, etc. Maybe this driver was similar. Or they are just coming down for social reasons
To be fair his driving was pretty good, lane discipline, within speed limit and good gap to vehicle in front...just stay off the phone, it could all go very wrong very quickly!
It's not a very challenging test of his driving, following along behind other vehicles. Moreover, anyone using a phone whilst driving is really REALLY not driving well.
