I did not understand your point well, but let me try to explain. Each axle will cause some damage to the road. Take a three axle truck, for example, the VDF of its front axle is 0.5 (say) and that of the rear axle is 5.7. So the damaging effect of this truck on the road is 0.5 + 5.7 = 6.2. Now you have 112 trucks in your count. Find out the damaging effect of each truck and then overall VDF will be total damaging effect divided by 112. I hope it is clear now.
VDF equation is same. You need to take standard axle load accordingly. For example, for a single axle with dual wheel on either side, the standard axle load is 80 kN. Similarly, for tandem axle with dual wheel on either side it is 148 kN. You need to calculate VDF for each axle, whatever be the number of axles.

Do you think it is appropriate to propitiating the payment ratio based on their damaging effect factor is right?

The standard axle load for a Tridem axle is 224 kN. Use this value in the fourth power law to get the VDF

why IRC has provided the vehicle damage factor value high for Rolling &plain as compare to hilly area?
The extent of overloading is very high in plain and rolling terrain. It is not much in hills due to steep gradient and safety reasons.

Yes, the VDF is a dimensionless parameter. Therefore units of load in denominator and numerator must be the same, kN or Kg.

I did not understand your point well, but let me try to explain. Each axle will cause some damage to the road.

For single wheel on axle, the standard load limit is 6000 kg.
