  • Queen Elizabeth II of Great Britain addressed a joint meeting of Congress during her 13-day visit to the United States, her first trip to the U.S. since 1976. The Queen discussed “the spirit of democracy” that is shared by the U.S. and Great Britain and mentioned several instances during the 20th century in which the U.S. and Great Britain fought for the same cause, calling for the two countries to continue to fight for common values through the “social instrument” of the United Nations.

This woman earned respect throughout the world not merely because she was a queen, but because she greatly recognized the serious problems of the changing world, the horrible costs of war, and the wisdom to spearhead a future of peace while working to correct the horrible history which preceded her reign. World leaders sought her sage advice and guidance while she never took a political side whatsoever.

I think they’d be happy to see it. From their perspective, they wanted to meet Britain in the middle and negotiate. But hands were forced. But there was still even then an affinity for Britain, juxtaposed with wanting to be independent. I think how our countries bonded would make them happy in the end.

It was Margaret Thatcher that tried to cosy up to the white government in South Africa, and Elizabeth II who stretched the boundaries of impartiality, more than she did at any other time, to pressure Thatcher into not going against the rest of the Commonwealth and their condemnation of the apartheid government.

For those commenting on the raucous applause -- I think the historical context for it has been forgotten. The Queen started the speech with an ad lib joke, delivered with perfect dead-pan dry British comedic timing, which caught everyone off guard.
A day or two earlier she was welcomed to Washington with a ceremony on the White House lawn. She wore a tailored purple suit topped with a matching wide brimmed hat, trimmed in white. President Bush (the first), much taller then she was, spoke at the podium first. He was supposed to press a pedal with his foot when he finished, to adjust the podium electrically to her height. He forgot. So she read her remarks with only the big purple hat visible. The press and late night comedians had a field day with this. Front page news. Dubbed "The Talking Hat" 😁.
So here she took the opportunity to make light of all the hullabaloo in a very dignified, droll, and self-deprecating manner. No one expected this -- look at the faces of the audience smiling and laughing! The American and British press went even wilder over this than the hat incident itself!

The day her father died, she became Queen of the United Kingdom. This woman's greatest accomplishment was convincing the world that a profoundly unnecessary institution, which exists only to enrich itself and empower itself in spite of its subjects, was necessary in preserving British political sovereignty. In reality, every major country that has cast off their monarchy has been just fine and often times much better without having to prop up rich do nothings who declare self importance because of the family they were born into. The Queens #1 job has been to make the monarchy look good so everyone will allow them to keep living lavishly with servants and subjects and world leaders worshipping the ground they walk on. What other function does the monarchy have except to go around the world to convince everyone that they are still important? Would we tolerate this behavior from a corporation? Would you tolerate a neighbor who took a bit of your money and everyone else's in the neighborhood and lived in the nicest house and didn't work a job and made you and everyone else call them the leader? I don't have access to the verbatim text of speeches made by Queen Elizabeth II, and my knowledge is limited to what was publicly available up until September 2021. However, I can provide some context regarding Queen Elizabeth II's address to the U.S. Congress in 1991.
On May 16, 1991, Queen Elizabeth II delivered an address to a joint session of the United States Congress during her state visit to the United States. This address was a significant diplomatic and ceremonial event, and it highlighted the close and enduring relationship between the United States and the United Kingdom.
In her speech, Queen Elizabeth II expressed gratitude for the warm welcome she and her husband, Prince Philip, received during their visit. She also emphasized the shared values and history between the two nations and touched on global challenges, such as the Gulf War and the importance of democracy and freedom.
The address was well-received and underscored the special bond between the United States and the United Kingdom. While I can't provide the exact wording of the speech, you may be able to find the full text in official archives or historical records related to the event.

No words can describe the feeling of entering Westminster and I never could have predicted it. HMTQ always found speaking in public an ordeal, but it was those little flashes of her personality, in this instance her wicked sense of humor, and adding a splash of color into the formula to give us, that glimpse into what she is like when she's not Queening. I have looked up to her and regard her as the rod by which the best of mankind is measured. After my own Mom passed in February 2022, I wrote to the Queen and was in disbelief when I received her response on Windsor Castle letterhead hand dated the 21st of April 2022, her 96th and ultimately final birthday.
