A big part of this track that you sort of noted but could be expounded upon is the physicality of the music - the rhythm of the low-frequency beats resemble the rider's heartbeat, the higher frequency you can hear the wheels and bike chains going back and forth from driving and coasting, etc. Kraftwerk does that a lot with Autobahn and Trans Europe Express, too.
that whole album is pretty minimal by design, by concept even! I feel it's super relaxing :)
also, I hope boards of canada will turn up this week. minimalistic compositions are their thing entirely I'd say. at least on the "musical" side of things. "alpha and omega" even kind of fits the "1 idea, 7 minutes" description!
king gizzard did an album recently where they explore similar sounds and a lot of people were saying it was heavily inspired by Kraftwerk and after listening to this it makes so much sense
As a cycling fan, I think you're right about the music being analogous to riding in the actual TdF. A stage in the Tour is roughly 160km (100 miles) long on average. That's far enough for there to be a significant change between the start and arrival of a stage, but the change is gradual. You may start the day in an open field and end on top of a mountain, but you're not suddenly switching from one to the other.

It's easy to get confused, but despite having the same title, they are different songs.
The 1983 song called "Tour De France" was commissioned by German television. It was used as the theme tune for the broadcast of this cycling event at the time and was only released as a single.
The 2003 album "Tour De France Soundtracks" starts with the 3 new tracks "Tour De France Etape 1", "... Etape 2" and "... Etape 3".
And the album ends with a remixed version of the 1983 song.
Kraftwerk is great. Lots of cool stuff, and lots of humor. Definitely worth seeing some of their live stuff too. Definitely been a big force in the electronic scene. I often felt this album was a bit of an oddball in their discography, but not in a negative sense, and it's not because it's minimalistic. I'd say this is less minimalistic in some ways, there's a more modern "full" sound. Hard to explain unless you've heard their other stuff.

TBH this imho is a pointless unrecognizable dub that sounds nothing like Tour de France.
This sounds NOTHING like Tour de France. The original version is so much better. This just sounds like a cheap, dub, remix.

I’m not really a fan of electric music. I don’t hate it though. Guess I can listen in small doses or if it’s integrated with other musical instruments. Anyway, I wondered if this was a mockery of the event. Or it’s just not very exciting. Or maybe it’s a legit piece of art honoring the event. 🤷♀️
