In my opinion, out of all of the announcers for the Tekken series, I think Tekken 4's announcer was the most badass. He should definitely come back for Tekken 7 as an additional announcer via DLC.
It's actually really exciting knowing that someone has finally managed to unearth all these unused voice lines and being able to hear them all for the first time 16 years after it's release. Hopefully this means dataminers are one step closer to finally obtaining all of the character voice clips from this game, which I assume have been impossible to get a hold of even to this day.
It's actually not hard to do (eh, depending how it goes. Having an idea how waveform strings look like in a hex editor helps). The only problem is time... technically this could of been done many years ago since the T4 rom was dumped, and the raw vgm rip me and manakoAT did for the PS2 version was around long before then... but I wasn't aware .CHD images wasn't the raw packed file (but rather a compressed form.) I believe this announcer's name is Antonio Ploszay (spelled Plouzay in TK4's credits) (based on how the PS2 version's credits are sorted). He was also Sleoteel Raze in Ray Tracers from a few years prior. Pretty cool sounding, like Infinite in Street Fighter III 3rd Strike.
After watching Ray Tracers gameplay in English, it definitely is him with his Sleoteel voice. He also voiced Raymond Blody in the same game, but the announcer voice is much more closer to Sleoteel's than it is with Blody's.

You have to know that the voice actor comes in for a day and he does all the recording at the same day at best. So they had to record any possible line that could be used in the game just in case they need it, because most of the time they are managing that the voice actor won't return for another day. They recorded any existing characters names, any of the new ones. Some names were also just different option for one and the same characters but they didn't decide which to use yet.
I learn from an interview of Xander Mobis who voices Joker in Persona 5 but also the announcer of Super Smash Bros. Ultimate that he would be asked to record lines of him announcing a list of characters they send him that are characters that will, might and might not be in the game but just in case. I'm guessing it's a common practice for VO for fighting games
I'm thinking that Jinpachi's name is here because it was known that the honmaru would be in the game and it wasn't certain that it would be revealed that he was imprisoned beneath it in either this game or the next.

It would have been cool to see other people in this game. I love the roster, but I feel like it was a little too small for an awesome game like this. But then I think, "would it have been wise to put so many characters in considering the vastness of the stages?" What I mean is that maybe it would have caused some balancing issues with the game.

I've always had a feeling that Tekken 4 was only halfway through development before they pulled the plug on something of a major evolution in its characterization, themes, and general vibes because of cold feet.
The "good morning" is a voice line in every Tekken arcade system (even up to 7) when the system is first booted up. Personally I think it's a little cool for a system to greet the person booting it up, like an arcade employee turing on the systems.
You can tell they wanted to do so much with Tekken 4... I'm pretty sure a lot of the unused character select files were probably originally gonna be used as pallet/character swaps like for Lee/Violet, Christy/Eddy, Xiaoyu/Miharu, Kuma/Panda... Probably would've been Nina/Anna, Marshall/Forest, Hwoarang/Beak, Julia/Michelle ect.

And in the end she became canon in Tekken 7. Could've been the same idea with Unknown in Tekken 4, nothing makes it impossible.

I think if Tekken 4 had more time to at least add 7-8 more legacy characters maxing the roster out at 28, this game would have been much better received at the time .It's being appreciated by a lot of people now sure but at the time the changes in this game really turned people off. While the presentation/story/stages were the best the series had the gameplay, balancing and roster to me still seriously lacked. Some stages were uneven causing combos to drag on for years unintentionally. Jin and Nina were overpowered and I just think 21 characters even for a reboot-esque sequel wasn't enough characters to have in the series 5th title. I never think it's a good idea to have less characters than the last game.
Man, that is a lot of unused character announcements. They even made some for Anna, the Jacks, even for Jun and supposedly Jinpachi, who didn't appear till the next game. I don't know whether those missing people were potential picks for Tekken 4 or just tests samples for the announcer. Now I'm curious
Ok this includes pretty much every character from the previous games, as well as Jinpachi from Tekken5 so I think there are two possibilities: 1, and this is what most people instinctively think, this game was originally meant to include everybody but they were scrapped one by one. 2, I think it's very much possible that they included the lines without any intention to actually include the characters, either as a form of misdirection for some reason, or maybe because they wanted to leave the door open for a second Tekken Tag game using the Tekken 4 engine (like the first one used the Tekken 3 engine) so they recorded all lines in advance. Jinpachi's inclusion can be explained that at the time they had already laid out the plot of Tekken 5 and the name of its boss, or maybe they only decided the name and recorded it, and same goes for a bunch of names included here and nowhere else, they probably had a few possible names decided for future characters. What I mean is that I see people going "OMG this game was going to include ALL THOSE CHARACTERS??" but that's not a given, they may have just been leaving doors open, kinda like they had him say "Welcome to the King of Iron Fist Tournament 4" in various ways so that they could pick one during development, they never had any intention to include all.
Announcer's boss: currently we don't know who will be in Tekken 4, so just name all the characters from all Tekkens, ah yeah and you may also record some random names, no problem.
The "Tekken Force" voice sample is used only when you start Tekken Force mode on the PS2 version. Ditto with "Welcome to the practice arena", which is only used for Practice and Training modes on the PS2 version.
Makes you wonder if Tekken 4 was gonna have a bigger roster but got cut down due to time constraints. Tekken 4 had such a tiny roster compared to TTT, and less characters than T3 (only by one, but that's still a big step back for the true follow up game 4 years later), I mean this is the only game in the series with no Jack.
I downloaded this and edited the announcers voice in accordance with a running programme. He'll count down when it's time to start and stop running and lets you know which round you're on.

I think if Tekken 4 had more time to at least add 7-8 more legacy characters maxing the roster out at 28, this game would have been much better received at the time .It's being appreciated by a lot of people now sure but at the time the changes in this game really turned people off. While the presentation/story/stages were the best the series had the gameplay, balancing and roster to me still seriously lacked. Some stages were uneven causing combos to drag on for years unintentionally. Jin and Nina were overpowered and I just think 21 characters even for a reboot-esque sequel wasn't enough characters to have in the series 5th title. I never think it's a good idea to have less characters than the last game.
Thats a lot of fighting games even today, probably even worse cause the majority of the added characters are DLC and anywhere from 5 to 10$ each
As far as I remember the total characters in Tekken 4 was 23 (the "additionals" were Miharu, Panda, Violet, and Eddie)

Man, that is a lot of unused character announcements. They even made some for Anna, the Jacks, even for Jun and supposedly Jinpachi, who didn't appear till the next game. I don't know whether those missing people were potential picks for Tekken 4 or just tests samples for the announcer. Now I'm curious

Ok this includes pretty much every character from the previous games, as well as Jinpachi from Tekken5 so I think there are two possibilities:
1, and this is what most people instinctively think, this game was originally meant to include everybody but they were scrapped one by one.
2, I think it's very much possible that they included the lines without any intention to actually include the characters, either as a form of misdirection for some reason, or maybe because they wanted to leave the door open for a second Tekken Tag game using the Tekken 4 engine (like the first one used the Tekken 3 engine) so they recorded all lines in advance. Jinpachi's inclusion can be explained that at the time they had already laid out the plot of Tekken 5 and the name of its boss, or maybe they only decided the name and recorded it, and same goes for a bunch of names included here and nowhere else, they probably had a few possible names decided for future characters.
What I mean is that I see people going "OMG this game was going to include ALL THOSE CHARACTERS??" but that's not a given, they may have just been leaving doors open, kinda like they had him say "Welcome to the King of Iron Fist Tournament 4" in various ways so that they could pick one during development, they never had any intention to include all.
Announcer's boss: currently we don't know who will be in Tekken 4, so just name all the characters from all Tekkens, ah yeah and you may also record some random names, no problem.

The "Tekken Force" voice sample is used only when you start Tekken Force mode on the PS2 version. Ditto with "Welcome to the practice arena", which is only used for Practice and Training modes on the PS2 version.

Makes you wonder if Tekken 4 was gonna have a bigger roster but got cut down due to time constraints. Tekken 4 had such a tiny roster compared to TTT, and less characters than T3 (only by one, but that's still a big step back for the true follow up game 4 years later), I mean this is the only game in the series with no Jack.
To be fair in the case of Tag 1, the Tag games are the dream match games of Tekken so of course it would have a bigger roster than T4
just imagining playing as ana williams chosing the building stage in taken 4 wheere authentic sky music plays is just awesome

I downloaded this and edited the announcers voice in accordance with a running programme. He'll count down when it's time to start and stop running and lets you know which round you're on.
