I think that the armed conflict in Ukraine and Western sanctions in Russia have inadvertently -- and unavoidably as well -- pushed central Asian countries like Kazakhstan and Tajikistan closer to China. Russia is more or less focused on its "special military operation" in Ukraine, creating a vacuum in these former Soviet states where Russia traditionally had been a dominant power. However, these former Soviet states don't want to upset Russia by pivoting towards the West. Against such backdrop, they naturally gravitate towards China for investment and security guarantees. As a matter of fact, by the end of 2023, China had surpassed Russia to become the largest trade partner for central Asian countries. This is a development that I think neither Russia nor the West likes. For Russia, it kind of has to live with it for the moment. The U.S.-led West would like the region to integrate without the participations of China and Russia. Yet, given the historical context, current developments and the Western countries' own policies, that appears to be a pipedream. Central Asia, at least for now, is a region where China has clear strategic advantages over other countries.
