Jim is a big fish in a small pond, enjoying his status as "the landlord" but when Peter isn't shaking and sweating and needing drink, and he's healthy and confident again, he knows that he doesn't have to see Jim as a big man
If you actually think about it Jim wasn't bad guy here, he tried to get Peter get out of prison and not feel guilty. Which Peter felt about himself going in prison in first place.

Oh god, this was about the time soaps were forced to tone down the violence. So we're basically reduced to tell dont show. It's a soap, it's television theatre, we know it's not real. Constant monologuing and hollow threats make soaps boring as fuck, and yet somehow more depressing than they were fifteen years ago.
