There's a friendship point system that somewhat effects who asks to move.
Sherb asking to leave twice actually means he loves you xD. Animal crossing usually makes people you speak to on a regular basis ask to move more than those you ignore. Heighten your friendship points by writing him a couple letters and he'll be past the level of asking to leave a bunch.

The villager moving out thing is influenced by friendship levels. He’s new so when it’s time for someone to ask then since you aren’t as good of friends with him he’s more likely to ask.

Silje Hella no I totally get where you’re coming from. He’s different than he portrays himself and I love him, I do- it’s just beginning to get a little bit sus for me. Like, I can NEVER find him. Ever. I’ve spent hours looking for him before- not in the museum, not at anyone’s house or up lost in the orchard. I harrassed Apple for weeks and not once did she ask to leave but i treated best boy zucker like royalty but i was trying to catch bugs in the flower patch that he was watering and my clumsy self hit him 3 whole times accidentally and he got so mad and asked to leave the next day. Even though i made apple mad everyday religiously and she still acted like we were the best of friends like?? Zucker and i are best buds and are doing better now but i will never forget that and i dont know how to feel about angry zucker. Seeing someone who looks so soft and squishy and just so 🥺 all the time angry was the scariest thing ever. Anyway, talking to your villagers and giving them gifts and being nice to them only slightly decreases the chances of them asking to leave but its random no matter what you do.

Your friendship point level does play something of a role -- the higher your point tally, the less likely it is that villager will want to move -- but it still can happen, and fairly frequently at that.
Still, you needn't worry; a villager will not move out on his or her own, without first consulting the player and asking.

If you give ur villagers an iron wall lamp then since it is an item they have a higher chance of giving you their photo as well as it won’t show in their houses

It is random to a point. The person that moved in last won’t ask to move and if you have a lower friendship level with them they have a more likely change of asking but that is only a guess by many people it is not confirmed. So it is mostly random
