    I disagree with that teacher, as a youth and also a teacher, I don't think gadget is the reason. Foreign students also uses gadgets and they perform. The problem here is negligence, values, and proper educational curriculum that will address today's educational standards and students. She must integrate the usage of technology to her class.

      I agree. I think gadgets augment the learning of the students as the students can apply what they have learned inside the classroom with the use of several gadgets. Students can apply what they have learned in literature in watching a movie and in listening to music. They can also apply even the slightest learning in grammar and punctuation in posting for their social media posts.
      It could also be the other way around. What they learn from these gadgets could also augment or even share what they are learning in class for these gadgets helps in cultivating their schema. So, after they have played a game or watched a movie, for example, they bring with them some new vocabulary learned from those gadgets. Thus, these gadgets, for me, helps these students create a vast network of knowledge inside of their minds for them to effectively learn.
      There are some downsides to gadgets, I agree. But right now, gadgets are our only means to exposure to the English language. Discouraging the usage of these gadgets or even the internet will only make things worse. There are parts of the Philippines that doesn't have access to books even newspapers. If we bar the usage of gadgets to them, what then would be the best means for them to learn?

      I agree to some extent. But, the emphasis has to be on how gadgets are used to enhance learning. I am teaching in a foreign country, a non-English speaking country so English is not their second language but a foreign language. I think in my short stay in this public high school, I saw a huge difference when it comes to the educational SYSTEM. First, the kind of materials that they have are top notched. These are not worksheets designed by the teachers themselves, although they have the option to make their own if needed, but learning magazines given to students every month. These magazines are designed by native English speakers together with local professionals--experts in their field. In the learning magazines you can find QR codes that students can use and explore further contents and exercises in their cellphones. Also, I noticed that in the subject English, the learning magazines are very accurate when it comes to grammar, vocabulary, language notes, sentence patterns, etc. The progression of the lessons is spiral and teachers see to it that there is scaffolding. I mentioned that the learning magazines are issued every month, and for me it is very reasonable. Topics discussed in the magazines are mostly about what happens in the world on that particular month, thus students see the relevance of what they are learning. The learning magazine is also very convenient to teachers and students. To students, it is very light, to teachers, they don't have to make and design lessons anymore. Of course they can improvise. Therefore, they spend most of their time improving their lessons, checking papers, and monitor students' performance. I think the Philippines has to solve the problem from a systemic point of view. Pour budget on learning materials that are high quality, create better teachers and develop the old ones. Don't blame gadgets and poverty because school as an institution has the responsibility to educate students. I have so many things to say but I think I make my point.

    Stop punishing teachers for not letting their student to pass! This is the reason why theres a-lot of mass promotion because teachers are punished for failing their students when in-fact the student did perform poorly in school.

      Kasalanan din ito ng mga pulitiko natin.
      Ang dami nilang nilalagay na batas sa mga bata pero walang batas para sa teachers.
      Puro benefits at incentives pero wala kung pano madidisiplina ang bata sa pag-aaral.

    Aside from hunger, let me add these
    1. The culture of shaming filipino english speaker is preventing us to practice our english.
    a)to connect with younger generation, instead of making fun of english in movies or comedy. why not Require movies to portray english as another way uplift yourself in poverty.
    b) perhaps have an exercise in school that requires you write a commonly use in household tagalog into english. Ex. “Pakiabot ang tabo” to English.
    2. Class size should be 35.
    3. Require all teachers to have an ielts of 7.5.

    "NO ONE SHOULD BE LEFT BEHIND" is the famous motto of our educational system. teachers will be blamed if lazy students failed. So, para wala ng hirap si teacher e ipasa na lang si student na lazy, bulakbol o pasaway sa klase. Congrats DepEd, you made a good excuses to degrade Filipino educational system
    Mababa grade ni student, si teacher and ku kwestyunin.
    Bagsak si student, si teacher ang sisisihin.
    Di pumapasok si student, si teacher ang may kasalanan.
    Tambak na paperworks si teacher, kelangan pa mag attend ng seminars

      @PH VlogLine Tama ka diyan. Lahat sinisisi sa teachers. Hindi po teacher lang ang dapat magturo sa mga estudyante. Dapat pati magulang tutukan ang pag-aaral ng mga anak. Kung idadahilan na kailangan magtrabaho ng mga magulang kasi walang pera, e di dapat huwag sila mag-anak dahil di naman pala nila kayang buhayin, turuan at bantayan.

    India's poverty is worse than the Philippines. Look there are countries on the list that are economically behind us but still they perform better. Poverty maybe has a factor on it but totally it is not the whole reason.

      It's tricky, to be honest. India per capita is really low but they have a space program, a decent car industry, a large air force, and prestigious universities with entrance exams that are tougher than Harvard standards.

    This is very alarming. Corruption is one of the factors for sure.
    Now that we have a result, the government should take this VERY seriously and take action.
    Private schools do better because they have better facilities.
    It is high time to raise the wages of our teachers so that they can concentrate on teaching.
    I used to memorize (required) the multiplication table back in grade school and it definitely helped me as an adult.

    I just left my school and never coming back, it's actually annoying how school works in the Philippines.. I want teaching to be personalized.. It sounds none sense but it's better.. Have your own preferences is better that being packed in a room with just 'standard schedule'.. Every subject shouldn't be forced or we'll be very dystopian like country.. Let's have freedom of choosing our preferences.. This should change and never have a standardized test.. I kinda hate it but well still there. What if our education system copies Finland.. Sounds better.. It's just me learning at school is not cool anymore.. I feel out of place cause of my stupidity in certain subjects. I actually learned English online better.. By interacting and talking to people, that's probably the best way to learn English and be better on it.

      This is too idealistic, having no standardized tests and just simply letting students study under their own preferences assumes that students under such a system would: first, be able to find areas in academics where they have the highest affinity without actually mandating other subjects; and second, that students would perform with as much effort as they do when all subject are mandated and measured using standardized tests. Just simply too idealistic.

      @@IsturisMasaya Ye I agree too idealistic.. In reality, when people start working. We literally forget everything from school almost everything except math of course. We use it still. Here's a real life scenario so you better understand what I meant. You go to your office it is farming and let's say, do you need history, tons information from other specialty such as IT like HTML stuff?(these things were taught in my school but I wouldn't use it in practical farming). Having to test like your history knowledge isn't really a good thing anymore. Just learning enough of it, is already satisfactory because the information are on the internet... Books are good and accurate but videos aren't as much since it fast and quicker than books. But still you learn enough bits to get it in to the brain. That's how I actually learn, videos and articles, wiki etc. Such us our Philippine history. I want do not want learn too much.. Too much isn't the same for every person. Someone's capacity isn't the same with the other. I am always at the last rank in my school. So I actually think I am not fit for the school's system. Also I am a living example. I have learned almost 6 languages being out of school. And programming lua. Also another one. Basic computer hardware knowledge(things such as how to take apart and take them back again, how ram works, what are the internal wiring connections are and reconnecting short circuited wires, etc).. Bike mechanic skills(things like how to repack bearings, bottom bracket type, brake fluid refilling, etc).. Computer diagnostics(things like ipv6/ipv4 dns configuration for multiplayer games, etc.. How can I not feel displaced in a standardized test? Like it isn't practical for me. Where you would get explained everything when you were wrong. "Time is limited", "scheduled". One thing I wanna say being "idealistic"/"visionary" would fix stuff but not all. Keeping the grade 1-6 stiff education is fine for me. Because that part is essential for me. After that I begin to slow down since the information are too packed and dense in these grades (Grade 7-12) With the system I am suggesting. It's probably going to cost a lot more for the individual since it's "personalized" means lesser students in a room or maybe just one student per teacher. That's the downside and there are many more. I just complain because the system is already too stiff and too long( we have schools with less time in it's scheds, good thing but I don't see them everywhere). Wasting time in school.. Except colleges. You get practical things like in IT courses, medical courses, etc.. But why learn information every year, the same things.. But when you can instead search it?

    Singapore's nursery and kindergarten are all in English plus Mother tongue. Mother tongues such as Mandarin, Bahasa and Tamil are only added in kindergarten.

    Teaching english is very important because it's a universal language but when you look at the student of South Korea where i currently work they can't barely speak english and most of the time they use hangul or korean native tongue as basic of teaching .

      That’s why it’s hard to compare country to country dahil what works in one may not work in another. Korean students and parents place very high value on the exam that would determine whether they can get in to a prestigious university as it often determines their station in life.
      It is very common for Koreans to go to school for 8 hours and then go directly to learning centers/tutors sometimes until 11 pm or later. When that test day comes, it’s an event. I heard they even have flying restrictions during that day so that plane and other noises do not disturb the students. Korean high schoolers are trained to be excellent standardized test takers.

      Sasayaw sa Math para makapasa ang mga bagsak sa math instead na pagretaken sila ng subject sa summer para makapasa sila.
      Let the freshman teachers handled the summer classes para magkaroon ng experience for teaching.

    Ang sa akin lang, bakit inuna ang reading literacy among others? Kasi kapag ang bata ay hindi nakakacomprehend ng kahit anong concept, walang wala yan sa math at science kasi dapat naiintindihan ng mag aaral ang concept. Lalo na dahil english ang medium ng exam. May mga terms na hindi maintindihan ng mga bata kaya they tend to just eenie-minie-mo.

    1. Wag ipasa ang isang G6 student hanggat di makabasa magkaroong ng reading comprehension exam incoming high school to college
    2. Mandatory entrance exam in JHS,SHS and College both public and private schools.
    3. Strict screening process

    Teachers are not entirely to blame. Parents should do their part. Back then parents are strict but now pa Tulfo pa more,ma stress ang bata, bawasan ang homework, at kung anu ano pa para di mahirapan..
    Ewan, mag Tesda na lang kung ayaw ma stress sa pag iisip. Katamaran at walang disiplina. Matitigas ang ulo, bawal pagalitan

    Sa tingin ko, ang dapat maikintal sa mga kabataan ay yung paglinang ng kritikal na kasanayan sa math at science at pagiging malikhain at mahusay sa paglutas ng mga problema. Eto sa tingin ko ang kulang sa karamihan ng mga estudyante ngayon. Kailangan dumami ang talent pool ng Pilipinas para mas maraming tech start ups, future proof SMEs , at big companies ang ipanganak o kaya mag-invest sa bansa. Kapag hindi ito nangyari, at manatili pa ring naghihikahos ang ekonomiya ng Pinas, alam niyo na kung ano ang ugat talaga ng problema - edukasyong hindi inayos.

    The solution for this in my opinion is not in gadgets nor the teachers. It is the system we use, our system focuses on memorization and normal math. We lack on developing the child's growth in wisdom, skill, critical thinking, independency, and flexibility. We need to implement Internship programs to increase the labor skillset of the new generation. We should also have frequent visits from professionals to inspire and teach the younger generation about tips and tricks for whatever profession we need. Education is not memorization, it is developing human growth and character. The government seems to neglect the education system, we implemented k-12 however there is no growth we simply increased the years or memorizing; grammar, coding, basic computer skills, math techniques, accounting skills, management skills, and ect. Are simply not found in our system, these professional are blaming the lack of technology when what we really lack is proper management and flexibility.

    Other countries have started english in their curriculum or the educational system however in the Philippines we’re going back.....though its so good to learn the local tougue however if we want to be competitive globally we need to balance. During our time ENGLISH was the medium of instruction not too long ago (80s) 😂😂😂😂

    Sec. Briones one factor is the culture of student absenteeism in public schools. Even with the rules set by DepEd, school heads tolerate absenteeism and gives little importance to quality, even reprimanding teachers who opposed absenteeism.

    The Secretary should find help somewhere else and not get too sentimental. Her answers are conflicting. It's pretty obvious why we're lagging behind and she's one of the reasons why. She doesn't know how to decide on crucial matters which would really help improve our educational system. She has the stats, so what now? Maybe we need someone younger, more progressive thinking Secretary.

    I know that some teachers did not pass the national exam but they are teacher in school. My mother who is a teacher said as long as the teacher who did not pass the board exam and already a substitute teacher for already for long time, this non board passer teacher, can be a regular teacher in a period of time. This should not be. Reading is also lacking in the Philippines. There are less books available that children can read and borrow from the library. I remember our school in elementary, we have the library but the teacher did not bring us in the library to read story books. One reason is that students are so plenty in the classroom. On my age we were just 28-31 maximum in our classroom, because I was in the province, and it was whole day class. Now in the cities they are plenty and just haft day class. I remember my student years, that some teachers are not really teaching well in school. I wonder these teachers really passed the board exam. We were not informed, i just felt it knowing How what and how they teach. I was just studying my own. Good that I have my own initiative, how about others who do not have this initiative?

    Kailangan na umupo sa office ay teacher mismo para mas maintindihan kung ano ang kailang nang sektor, kung ano ang kailangan nang teacher at ang klase. To improve the curriculum. How can you propose something if hindi mo pinag aralan nang mataga? Hindi mo na try di ba Sec.? teachers done a lot, we called that paper works. Ang mga teachers moo di na makapag focus sa pag turi madam kasi sa dami mong paper works.

    No offense sa ibang teachers who's doing their best to fulfill their responsibilities pero meron mga ibang guro na alam ko lalo sa probinsya na inuuna pa ang mga paninda nila at ibang pansarili nilang activities bago pa gampanan o gawin ang trabaho nilang magturo (not talking about in the proper way ha!)just to teach alone minsan di pa magawa at hingi pa ng kaliwa't kanan na contribution 😡something really wrong with our educational system...thank God that this issues came out,sana lang magawan ng paraan

Spread-out students from [40+] down to [25 per instructor] in elementary; middle grade and senior high. There are so many teachers sitting at home waiting to get in. If we re-structure our public schools this way, the unemployed teachers will be working and be able to help support their families. We need to reduce the record of poverty -- this is one job creation idea. The 'reading specialist' is another job creation idea. Teachers teaching K-12 must attend a mandatory teachers' training monthly -- to discuss including the effectiveness of textbooks material used in their classrooms and the content of the exams being administered. Are the tests/exams reflecting what the students have learned right out of their text, or did it go south which would be out of context and we do not want that. A large class is not smart and we must reduce it. That is why the 3 separate buildings would be helpful in that regard. What's the budget annually for the Department of Education?     The PISA test/ranking is controversial. It is not without faults. It has inherent biases. It is just one test. Also, don’t focus on whether English or Tagalog should be used as the primary mode of instruction. That is such a small part. Look at the countries that consistently place high like Finland and China. I’m pretty sure they don’t teach high schools primarily in English. Focus on what’s actually being taught and whether or not the teachers and the students have the appropriate tools and resources that would foster learning. You gotta look at the bigger picture because the issue is not Tagalog vs. English. For cryin out loud you don’t need English to teach math. Math is the universal language lol. 1 + 1 will always be 2 no matter if it is in French or in Ilocano.

      But if you have seen the exam, you still need reading comprehension in math and science coz it is not the same exam in philippines like you said 1 + 1, it is narrative style. Math exam is situational and problem solving and science is investigative science and data analysis. It is not objective style exam that is common in Ph. That is why math and science as well are affected.

      I get your point. However, it still boils down to having the right foundations because before you can apply your problem solving skills into something abstract, you have to know the basic concepts and how they fit together. Reading comprehension is important but they also need to incorporate logical thinking into the curriculums. You don’t need to teach solely in English to do that. I just think they are focusing on something so specific that they are missing the big picture.

    How about other countries? Their educational system were behind compare to our 1940's system. Look at them, they are ahead of us in terms of reading comprehension since they use traditional way. Reason to this is the overload job of the teachers.

    During 80’s after flag ceremony we pick up garbage in the school vicinity, after class our assignment is bring news paper and read part of the current events in front of the class then we discuss the news. TODAY every students is excited if any of them watch whats trending in you tube, excited about a new game, new app..... so what do we expect......

      And one of the reasons bakit iba ang students ngayon kaysa noon...dahil sa Education system. Nakakawalang gana pumasok dahil halos wala kang natutunan, at hindi ganon kagaling magturo halos lahat ng teachers kahit na private school. In fact, mas marami pang natutunan sa youtube, google, etc. kaysa sa school. Mas maraming nasasayang na oras sa school, kaysa sa mga natutunan, na nakakalimutan din naman.

    why do you think private school performed better? syempre mas focused yung teacher nila sa kanila kasi konti lang sila dun and they have tons of books and resources para sa mga students. Hindi katulad sa public, napakapassive ng pagtuturo. Minsan wala ng interaction basta nasabi na ang dapat nasabi at "masunod lang yung lesson plan"

    tweet: Re-posting here. Open-up one more professional field in education in all colleges and universities and we will call it 'Reading Specialist.' This educator is strictly trained to teach study skills; reading with understanding; and teach writing rhetorically style. He/she will have their own classroom in K-12 levels and we will carry it over all the way into adult learning centers -- for students who did not graduate senior high school. That age group, by that time, are classified as adult students and can no longer attend traditional classrooms, but would have opportunity to continue-on into the adult non-traditional school to finish senior high school. Colleges and universities don't care how old the students are, but public schools do. The 'reading specialist/professional' is a (four-year) college degree achievement and can be expanded into advanced degree 'master's' if the educator wishes to broaden his/her field. This is the reason why it's prudent to have a full-service Cafeteria in K-12 public schools for nutrition and diet cooking planning and nutritious menu to feed the children at school.     nagkaganyan ang sitwasyon kasi inumpisahan sa elementarya ang local dialect sa pagtuturo ng mga subject hanggang high school, di na pinalakas ang english gayong lahat ng science at math ay engles ang pundasyon. idagdag mo pa ang mga teacher sa elementarya ayaw magbagsak ng estudyante bahala na ang high school teacher mag umpisa magturo ng reading comprehension, imagine grade 7 di marunong magbasa o umintindi ng english, kaya dala lahat ng teacher sa hs ang problema sa elementary dapat pumapasan, di yan masyado sa kulang sa kain ng mga students, more on elementary teachers na pabaya kasi pag binagsak mo, damay ang elementary school sa overall performance. yan ang ginawa sa panahon ni noynoy. imagine mo mga teacher sa grade 7 imbes na subject matter nila ituro, uumpisahan muna sa readings na dapat tapos na yan sa elementaya kaya resulta yung mga students na ok na , tinatamad na makinig sa guro kasi basics uli, nababawasan ang time magturo ng main subject matters.idagdag mo pa ang compartmentalize grupo grupo na paghandle ng pagtuturo kasi yung iba advance na yung iba nahuhuli kaya teacher double time at nalimit ang minuto sa pag explain sa tinuturo.

    Yes there is a mother tonque policy but we should also remember that we can even teach English and mother tonque in primary years. It is difficult for a kid to learn English when they are already in Grade 4.

    The biggest problem is not the teacher or the students, its our curriculum. Too many subjects. Why not focus on whats relevant. My student who transfered to US was shock when she only have 3 subject per semester there. Here in Philippines 9 or more

    Philippine is not the only English speaking country in ASEAN. Singapore, Malaysia, Myanmar, to lesser extend Thailand and Cambodia also have English speaking population. By the way, if having good command of the English language guarantees high level of intelligence of innovation, how does Germany, France, Japan, Korea and other non-English speaking nation are more advanced?

    It's all about discipline. If you rank pure capabilities and potential, I am certain that Filipinos have it. Pero wala talagang disiplina ang mga Pilipino sa maraming bagay. There is smart-shaming, being content with substandard. Not only in the basics like grammar, but in many things. The change must be in how kids at a young age should be self-consciously disiplined.

    Teaching is a vocation and teachers who are passionate about their calling I put in high regard. Having said that, we should help them too. There should be tools given for them to use. When I was younger, watching sesame street helped in my english speaking and comprehension. I also remember that my teacher in English emposed an English only durring her class.
    I am grateful to my very creative teachers. A lot not just teach but are councilors, referee and many more.

    Sorry to say , but the truth is that both are at best ignorant and at worst misleading. India did not participate in 2018 PISA test and when it did in PISA 2009 plus , it stood second to last , to be precise 72 out of 73 countries, beating only Kyrgyzstan that was recovering after civil war. After the dismal performance we boycott it because our English speaking politicians could not explain or don't want to learn from other countries. Philippines , south Asian countries, Arab nations and African countries always are at the bottom in education. These are the countries that systematically deny knowledge to the people. All still use the language of colonizer for education. What matters is mother tongue education.

Also, maraming anumalya sa pag hire ng mga teacher (alam niyo na basta work sa government) kahit yung iba hindi competent or kung competent man mas meron pang qualified teacher.. Peru kasi may mga kamag anak or kilala sa DepEd Division kaya sila ang nakakapasok tapos yung mga competent teacher ay hindi nakakapasok. Tapos Education kasi sa Pilipinas is Business unlike sa Finland. Tapos we missed conceptualized the real purpose of education. Education in the country is just for ones future job, but the real purpose of education is that there is a problem outside the school that needs to fix.

    At the end of the day it goes back to fundamental governance values. Money is always the most important resource. I am not dissing the country but this is the consequence of years of corruption within the government itself. Like it or not, money is the lubrication for making things happen. passion can only motivate some much. When there is not enough money to goes around, something has to give. Education is paramount to invest in a solid future but Php also suffers from a 'brain drain' problem. So if Php pumps in alot of money to build its education the country might end up losing them eventually in the future like what is happening to the nurses. Things such as gadgets facilitate learning. it is always advantageous to have more tools. We learn to eat with our hands but we enjoy the meal more if we can use tools such as knives, spoons, forks. But to have more tools the infrastructure has to be in place such as fiber lines for high speed internet. Infrastructure costs money. Question is where is the government going to dig that from? So in summary, the problem is multi-system and holistic.

    kailangan kong sabihin ito. may kilala ako na naging teacher sa private school ngayon ay nagtuturo sa public. meron daw teacher na pinipigial daw siyang magturo kasi magtitinda muna na LUGAW. Meron din instances na 3 beses siyang dumaan sa isang room na walang ginagawa yung teacher at student. Tinanong niya yung student, nalaman niya na sinabihan ng teacher ang student na wag mag-ingay kahit ma cellphone ang student at pati si teacher nag cellphone din. Nakakalungkot!

      Well said. But more than the educational system I believe it's the culture. What being taught in school are overruled by the culture, if only the system of education will consolidate and incorporate basic rules of conduct and state of well being. Way before students are introduced to academics subjects, just like what is being practiced in Japan. Aimed to acquire discipline and proper attitude and perception.     Ang isang factor kaya mababa kasi dahil na rin sa family dysfunction....May batang may narcissistic o alcoholic parents halimbawa.Malawakan ang problema sa mental health...How can the students perform well if students are not emotionally stable?

    Root cause analysis... Before and after K-12 curriculum, ano ang difference, nag-improve ba naman. Feeling ko naging worse eh. Admit it, ang daming wrong decisions na nangyari dyan noong panahon ni Noynoy Aquino... Like favoring mother tounge than English while scientifically speaking the brains of children are hard wired to absorb new languages, sayang yung young age nila na sana nai-immerse sa English sa school habang bata, pero ayan ang K-12 eh sa mother tongue naman pinagpipilitan ng schools... Hello? Outside school nagsasalita na sila ng mother tongue, bakit mother tongue pa rin priority sa schools? Isa lang yan sa mga wrong decisions ng ipinasok yang K-12 dati.

    There should be only 3-4 subjects in the Philippines (Math, Science, English, and Filipino).
    In the US only 3 subjects

    Reading comprehension and correct grammar? Naku naman. Gising Bayan Ko. Nauubos ang oras sa pagaaral ng English. Pls Karen, galing ka ng UP diba. Ilang bansa ba ang umunlad sa Asya sa paggamit ng English? Singapore lang diba. Tularan natin ang japan, south korea at china na hindi na nagmememorise ng english words at nagiispeling. Sec Briones, ilibre nyo na ang kolehiyo sa buong bansa at paramihin ang trabaho sa gobyerno.

    Yeah True I debated a Filipino Before and he has poor reading comprehension or low intellect to reply concrete answers and just making alibis or changed topics that is not related to the main topic.

    Honestly, yung learning competencies sa Math is CONGESTED that's why hindi natatapos within a year. Hindi rin maganda ang books sa Math. Plus maraming extra curricular at paper works yung teachers.

    NCR is higher simply because MOST of the development are focused there, meanwhile WE people living in the Province lack resources (books, classrooms,school supplies)... At saka mga classrooms namin may butas sa bubong!

    That's the end results in 2018. This means it happens in the previous 10 years., from grade 1-6 and another 4 years in high school. These problems goes beyond the 2018 due to pandemics. Issues, are also highly politicized.
