I think new managers should be evaluated by all their direct-reports after a month, and after each following month. And if everyone hates him, he should be fired. Because he's not doing what he was hired to do - 'manage' - He might bully, harass, threaten, scold, etc....but that's not managing

Low pay, no recognition, unrealistic expectations, no room for advancement, micro-managers, favoritism, toxic work environment, negative atmosphere, lack of respect to personal time, overworked, nasty colleagues, too ridgit, always being watched, no confidence in their work, unfounded negative feedback, no HR support, fear mongering, always dangling the carrot just enough where it's never reached & I can go on & on.
Unfortunately, most employees hates going into work, not necessarily the job itself, but the people that they have to work for or with.
My last job had zero respect for their employees & runs just as a State-run authoritarian third world sweatshops where 80% of employees are terrorized by the 20% bullies as "every second counts" towards the bottom line.
This way, the company keeps the "many" in fear, overloaded & underpaid meanwhile, gives bonuses to those who makes the rest miserable & squeeze every ounce of sweat.
No wonder their best employees quit...it was just an unbearable toxic work environment & does not deserve high-quality & talented employees besides during the pandemic, they became a super spreader placing profits before the employees' or customers' safety.

360 feedbacks need to be reviewed not only by the manger of the department, but by the manger's boss as well. Many (most) problem managers aren't going to fix themselves, even if they get feedback saying they have a problem. They need someone above them to take action, or you will continue to lose employees. This is a simple concept and I shouldn't have to say this, but apparently I do.
