Impossible to say who the "best" was, because best implies an objective standard. I will say that 10 is my favorite. He was the most balanced, and really drew from all of the different incarnations: quirky and humorous, somber and melancholy, suave and debonair, and a stalwart force to be reckoned with. He really had a depth of character that made you believe he had been around for centuries, but had never lost that youthful, adventurous spark. Probably because David Tennant is such a fan.

Firstly, Matt Smith did not make bowties cool, he adopted the costume after being inspired by Troughton's costume in the serial, 'Tomb of the Cybermen.' It was really the 2nd Doctor who brought bowties to the show and wore them before they were cool. 1: Patrick Troughton (Really changed the show for what it is today and will always be my favourite. 2: Tom Baker (THE Doctor) 3: David Tennant (Probably the most loved by modern Whovians, I do respect him but I wouldn't blindly say he is the best without watching all the classic Doctors first - and certainly not the best by far - they are all up there very close together.) 4: William Hartnell (Knowing his history and the legend he birthed with which we would not have Doctor Who without, Hartnell is legendary.) 5: Paul McGann (As someone said below, incredible potential, and it was a real shame how he did not get extended. In just one hour and a bit he captured all essences of the previous Doctors and did a fantastic job, revitalising the show after Colin Baker and Sylvester McCoy's slighly less grand job following the first five.)

Hard to say, Eccleston was my first Doctor since I grew up during the barren age and I still love his wounded and angry Doctor, Tennant was the one who really became the Doctor to me and I think Smith is doing a marvelous job, but the reboot made me go back and watch older Who and Tom Baker has really become as much the Doctor as Tennant and Smith. I love all these four!
But the Doctor isn't human, he was born on another planet and has a different mindset. That's why I like the Second, Fourth, Seventh, Ninth, and Eleventh Doctors the best, because they don't act like any human you'd ever meet. The most interesting thing about the Doctor is that he isn't anything like us.

And he was a bit more of a commercial version of the doctor that every fan girl was mad about. I think Matt's character was more charismatic and sarcastic. He is an older version of the doctor. He was childish and old at the same time. And in many aspects a bit more mature than Tennant's doctor. I found that his interpretation of the doctor was very original
I felt they showed his darker, more serious side a good ammount. Besides, the Doctor is meant to be eccentric and alien. Mine are: 1. Matt Smith 2. Tom Baker 3. Patrick Troughton I could never get used to how human the Tenth Doctor acted and I haven't forgiven RTD for writing his regeneration badly. Yes, I have seen those but it still seems too much. I love the eleventh, i really do but i wish they showed his serious side just a bit more. My favourite Doctors: 1) David Tennant 2) Tom Baker 3) Matt Smith
David tennant all the way. For me he was the perfect doctor. Always giving the perfect amount of emotion when needed. But still playing the part of the doctor and having to make sacrifices. Also Matt's sonic screwdriver does wayyyyy to much stuff. Tennants could unlock things and hack computers. The new one heals you, does analysis, is a tracking beacon, and he doesn't use it to open doors that much.

This is a tough one but I might have to say Tom Baker. However, Colin Baker and Sylvester McCoy don't quite get enough respect as Doctors due to some of the bad scripts during their times(which improved during McCoy's last season
I have seen at least one episode of every doctor mostly Tom Baker or Patrick Troughtion but I started with Tennant but Matt Smith is just the best I have nothing bad to say about his doctor
