"TWO armed robbers who targeted a convenience store in Todmorden have each been jailed for 20 years.
Russell Frankland, 42, and Ryan Grogan, 43, singled out a cash delivery van which was making a delivery to the One Stop shop in Bridge Street.
In the raid, which took place on February 17 this year, the van driver was attacked with a metal bar and the cash box he was carrying was seized.
The two raiders then fled in a Ford Ka, according to police.
Frankland and Grogan were arrested after an attack on a second van, as it dropped off cash at the Tesco in Silk Street, Rochdale.
Police say the same driver who was attacked in Todmorden was slashed with a machete, by one of the pair, before they stole the money and fled.
Frankland, of Gladstone Street, Todmorden, and Grogan, of Hilltop Drive, Rochdale, had denied the robberies but were both convicted after a trial at Manchester's Minshull Street Crown Court."

Sentences are too lenient, there seemed to be no deterrents. Resulting in the force under manned.

Sentences don't have a deterrent affect for the most part. It's why people still commit crimes even in places with the harshest punishments. The forces are undermanned because they have had their budgets cut, nothing to do with sentences.

Because a blood test will show past drug use, they need to be able to prove you are high at the time of driving.

Not really. Experts decide them, and it's only ever non-experts judging them as you do. The criminal justice system has always cost more itself than the cost of the crimes it solves and/or prevents, mostly because it doesn't do much of the latter because too much focus is put on punishment than preventing crime or rehabilitation which are both more cost effective.

These patrol officers need to be armed. Some of these suspects are violent offenders;
some may have firearms themselves. You can't leave unarmed officers facing an armed suspect.

Armed Response Vehicles are on patrol 24/7 and are called in whenever needed.....but the fact that they can be called in and don't need to be everywhere at all times says a lot about the actual need for armed police.
