The 4 is how many qualifying slots for the Champions Leagues those leagues have. So for example, the Premier League has a 4 next to it. That means that 4 teams from the Premier League qualify for the UCL each year. The Netherlands has a 2 next to it, so only 2 teams from that league qualify for the UCL, etc.

I'm pretty sure if you get eliminated from the Champions League or Europa League Knockout Stage, then you're eliminated from all European competition. The only way you can move to another tournament is finishing 3rd in a group.
