I think the idea was that it's supposed to be a memory. Not sure how they landed on THAT approach, but I've seen it done before with images, but in a much better way.

It's looks more like a JPEG because of that noticeable compression, plus the dithering aswell.
If I had to guess, it's a temporary place-holder that they forgot to remove before releasing the game.

Just an FYI to anyone who never played it: there is a far, far, FAR better King Kong game for the PS2 based on the 2005 movie.
I'd strongly suggest you play it. Its actually fun.
Even better is the fact that it was also an Xbox 360 launch title, and it looks and plays infinitely better in every way.
I emulated the PS2 Kong game a month ago and it was one of the best video game experiences I’ve had in a long time.

This legitimately IS what AAA gaming has become.
Studios have discovered that it’s frequently just as profitable to release a janky piece of barely functional garbage, rather then sink the expense into making something actually good.
They employ contract game developers for pennies, assign them to 16 hour crunch schedules to crank the game out as quickly as possible (without paying them overtime, or providing any benefits of course). AND if those small time developers try to complain about the conditions, they find themselves permanently black listed from the industry.
They knowingly sell half finished crap, with a pre prepared letter of “apology” poised to release as soon as the negative reviews start pouring in. Then they move on to the next game, and do the same thing.
AAA is a joke. Meanwhile Indie still got a healthy selection of games

Most of their games aren't anything close to AAA. All their games are essentially this level and a vast majority of their projects are licensed IPs.
For instance the recent avatar game was also made by them. It wasn't advertised as AAA nor did it have the funding of a AAA game. I think you very out of touch children need to actually learn what AAA means in terms of the industry.

Also this year in gaming is by far the best ever. More so for the AAA titles that launched and a good amount of Indies too. And not just this year but the past like 5. RDR2, Cyberpunk especially phantom Liberty, epdem Ring, galdurs gate 3, Jedi survivor, the new Zelda and breath of the wild, armored core, system shock remake, spiderman 2, lies of P, MK1, Forza, sons of the forest and so many more. List goes on.
You overly entitled man children need to stop bitching and moaning and projecting your short comings onto the entire industry. This game is bad. But blaming the entire AAA space is beyond moronic. Pushing your lies and bullshit is no different than companies pushing bullshit games like this. Helps no one and especially doesn't help the industry.

I think you misunderstand what I said. I said that THIS is what AAA gaming has become. I didn’t mean that THIS particular game is AAA, I meant that the product of major game developers isn’t BETTER then this most of the time. (AAA games are just as broken on release).

Y'all need to educate yourselves on the industry. I don't like this game. Not defending it either. But I also think people need to be aware how a bad game doesnt ruin your career. Many instances of this happening and devs still managing to figure and work.
Or the fact that GameMill, the development studio, has been around a while and makes games like this regularly. The last game they made was the avatar game. They also did Nickelodeon kart racers and brawlers. They have a decent size catalog of shovel ware licensed IP games. They aren't good but they make a good amount for them and push them out the door. They very in visual quality but for the most part gameplay wise they are all bad.
