The thing going thru the roof is a train order signal, it was to let trains they need to pick up orders. The dark sign would say railway express agency, and the cart is called a baggage wagon

Amazing find! The gable ends and brackets all blend when they should stand out as a historic feature. Painting the building white and painting the original gable ends/brackets black would make them pop and look amazing. The stairs should also be painted black and they would pop as well.
I remember when you 1st showed them when they were still vacant & roach infested . Looking slowly coming along & your right the workers are moving sliw pace should have gotten more progress done .

If I was a contractor I would not like this place lol, its rough but it is what it is, the deeper you dig the more problems likely to find and you're digging right in, its good though you seem to have a knack for these challenging properties
Speaking of fire damage - now would be a great (and easy) time to install sprinklers. Then again being a commercial building the local building codes would probably be ridiculous. Also hope you are taking advantage of having it to the walls to get new phone/internet/cable TV to the units - you could probably really clean up that rats nest of wiring on the south side of the building.

You definitely have some fire damage from the Fire. Your best option is have all drywall removed and inspect the whole entire building for any additional fire damage that never got repaired.
I would have the crew finish 2 apartments top and bottom starting at one end. That way you can get a pretty good idea of the time and cost for the other 6 units. If you’re not satisfied with their work then get someone else for the other 6. Think about it, by just finishing one unit and then renting it, would you be happy with all that construction noise above or below you for months?

Does look like a quite a bit of work has been completed. The black is soot, not direct fire damage. Some you're seeing is old water damage. South end upper level apt., the floors aren't wood floor boards. The sheeting for the floors is likely from loss of the original wood flooring removed because of the fire. (I'm a retired Multi Line Insurance Adjuster & flipped older properties)
You need to have all drywall removed!, I believe that you should gut the whole building and replace fire damages to framing and roof trusses, then start start rebuilding, I also would reconfigure the kitchen layout as to not crowd into the bathroom and bedroom

I'm not advocating for it but I am curious with how bad all the units were, the work the entire structure needs, the infestation, and the signs of a fire. how much of a cost difference is there from what this is going to be with your normal remodel work vs a full gut down to studs. And if had gone the full gut route could you potentially change the layout to get a greater return.

All I can really say is your contractors is sloppy?They don't clean up after themselves, and they leave their tools. That's a no- no in construction. As the owner, you have to keep the contractor in line. Have a weekly meetings with them. Let them know what your expectations are and they should be met. Stress to them the point that you want one apartment to be completed first.

You should name it "The Depot Apts".
Painted framing is a sign of smoke damage repair. Smoke gets into the wood. Painting the wood will seal the surface to greatly reduce the smoke smell.
