Police Arrest Homeless Suspect in Violent Attack on Multiple Victims at Santa Monica Beach

- Santa Monica Police officers and Los Angeles County lifeguards responded to a call of a man attacking multiple people at Santa Monica Beach on Monday, June 24, 2024, at around 9:30 am. The suspect, identified as Jawann Dwayne Garnett, a homeless man from Los Angeles, was located on the shoreline and promptly arrested.
According to one of the victims, the incident began near Lifeguard Tower 13. "I was sitting on the beach and heard screaming coming from Lifeguard Tower 13," the victim recounted. "I approached the situation and saw a man attacking a young woman, trying to rob her. I pushed him off, but he punched me in the face and attacked her again. I tackled him, and he turned his attention towards me, attempting to strangle me and biting my ear."
The ordeal escalated when the attacker moved towards another woman, dragging her into the water and attempting to drown her. A lifeguard intervened, and the police arrived shortly after, arresting the suspect. Firefighter paramedics attended to the victims, while forensic specialists and detectives began their investigation. Potential charges may include kidnapping, assault, elder abuse, and attempted murder.
The Santa Monica Police Department provided additional details on their Instagram page, stating that the individual responsible for the multiple assaults is in custody and facing several felony charges. The incident occurred in the 1300 block of the beach. Three victims, all unrelated, were provided medical attention at the scene, including an elderly female and a bystander who was injured after attempting to intervene. A 17-year-old was transported to a local hospital for treatment of serious but non-life-threatening injuries. Additional information will be provided once the case has been presented to the District Attorney.
On June 26, 2024, the District Attorney filed the following charges against Garnett:
- **Victim 1 (juvenile)**: Attempted murder (664/187(a) PC) and felony child abuse (273(a) PC)
- **Victim 2 (bystander)**: Assault with a deadly weapon likely to produce great bodily injury (245(a)(4) PC) and assault with intent to commit rape (220(a)(1) PC)
- **Victim 3 (elder)**: Attempted murder (664/187(a) PC) and kidnapping (207(a) PC)
Garnett has a significant criminal history in Los Angeles County, including prior arrests for assault with intent to commit rape, false imprisonment, assault with a deadly weapon (firearm), felony domestic violence, misdemeanor domestic violence, theft, trespassing, and failing to register as a sex offender. In December 2021, Garnett was arrested for attempted oral copulation through force and subsequently convicted of assault with intent to commit sexual assault. He is currently on formal probation for this conviction and has been arrested multiple times for probation violations.
Garnett is being held on $1 million bail. Anyone with information related to this incident or this individual is encouraged to contact Detective Lucero at Hilda.Lucero@santamonica.gov, Detective Sergeant Goodwin at Chad.Goodwin@santamonica.gov, or the Watch Commander at 310-458-8427.

Maybe they should build them a highrise apartment building with all amenities included plus a gym, a music room, a library and a cafe and let them live there for free. And immediately start building another one across the street. Then they would all just cold turkey quit using drugs, quit drinking, become law abiding upstanding citizens who contribute to society.

I work all over SoCal and was just in Santa Monica less than a week ago. Place is crawling with people living on streets everywhere, and not the quiet friendly types either. I went into a McDonalds and there were bums sitting next to the self serve kiosks begging anyone that used them to add some food onto their order for them, employees allowing them to loiter and said it wasn't their job to kick them out. Go down to beach and literally every bench meant for the public is taken by a bum watching everyone or passed out. With all the garbage they leave on the street comes a ton of ants everywhere. Don't try and sit in the grass anywhere or you'll get ants all over you. I'm guessing because there are a lot of rich people in Santa Monica it attracts the bums?? Hanging around businesses and the beach begging from everyone takes zero effort and is the easiest way for them to get their habits financed. Or if you got muscles it must be easier to just assault and take instead of begging. I had never been to Santa Monica and was expecting it to be really nice which it is....but it is also weirdo bum city big time and because of that I will limit going there for work and never for fun.

You are so right. A couple of weeks ago I was out in the country at a roadside stand selling strawberries. I left my car running with the doors unlocked. I didn't see anyone but the stand attendant. Low and behold from no where comes a "yute" in a backpack walking pass me and my car. I quickly got behind him, however, nothing happened and I was good to go. But still scary and a lesson to be learned.

I have always wondered if this guy was still on the streets. He tried to attack me with a beer bottle when I was walking to work one day. I was walking a lot faster than him and came up behind him and was going to pass him but I didn’t want to because he was clearly unhinged. He turned around and came at me with a bottle to make sure that I didn’t go near him. I had to run out into the street to go around him and I kept running for a bout a block because I didn’t want him behind me anymore than he wanted me behind him. That was over 5 years ago.

Westsider most of my life. I lived 5 minutes from that beach for many years. When I realized I couldnt even take my kids to Will Rogers, SM beach, Venice anymore.. We moved to another state. No reason to pay the fortune(literally) to live there and pay enormous city and state taxes, if I cant even safely take my kids to the beach? which was the only redeeming thing left about LA. No longer worth it.
