Looks like a Westin Safari Bar. Black one runs around $115 and the nicer-looking chrome one runs usually for $250-$400, though it seems to be sold out everywhere so I recently ended up getting one second-hand from eBay that was way cheaper.

I understand about a quarter of what you are saying. The words I do understand are mostly wrong
Sorry to say but it looks crap. Gap between bull bar and bumper is to big.

Don't follow this tutorial hes all wrong you dont need to drill in anything or take out existing bolts from the car.
