You can definitely use quad meshes with subdivision surfaces to approximate the desired form. But nurbs are more precise when modelling circles or rounded shapes.
As far as I know, there is no way to create a hole or split in nurbs in blender. The Split-Operation splits the control points, but the surface remains connected. The only way is to transform the nurbs surface to mesh and apply a boolean modifier.
