People will debate a lot on who was the toughest primarch, because there’s a lot of statements in the books that say it was between Horus, The lion, and Sanguinius, with Kurze, Vulkan, and Angron sometimes being thrown in with them. I’m here to say that based on how their individual fights actually go down in the books, it was absolutely Sanguinius. The dude was a goddamn dragon ball character dropped into 40k.
His theory at the end already got disproven btw. Horus did in fact kill Sanguinius but the same Horus was even more powerful than the Emperor so can't blame him for losing.
Vulkan was unfortunately being tortured for most of the Civil War, so he didn’t get many of the epic moments like Sanguinius. However, you shouldn’t forget that Vulkan can respawn and is the strongest primarch. In a duel, Vulkan would eventually win because he can’t die. The only people who have the ability to kill him are extremely rare and don’t include Sanguinius
John Gramaticus ruin Vulkan's story so bad, i wish we get more of him in the Siege of Terra, it just him vs Magnus and legion of thousand sons while protecting Malcador on the throne Also the trade of being biggest and immortal, Vulkan is the slowest, both in physical speed and reaction

Meaning, as long as you confine their bodies… like placing it in stasis, than they can not come back to life. So say Sanguinius and Vulkan fought: all Sanguinius has to do is incapacitate Vulkan and give him the curze treatment 2.0. A sorcerer without psykic powers could do it using a medium. You could do it with Enunica. Unprotected warp contact could also be fatal to a perpetual. There are weapons that can kill the soul (or trap it). Also, if they fought in the void of space… Vulkan couldn’t move. That’s not really fair. Sanguinius’s doesn’t use his wings to propel himself. Magnus points out that the wings are far too small for his weight to allow him to fly and thinks that Sanguinius is using psychic powers to do so. Meaning he doesn’t need air to fly. And in a void? He could literally reach near speed of light since nothing would be slowing him down and he could constantly accelerate. You are basically giving Sanguinius a cheat code here XD. Also, since Vulkan regenerates not reincarnates… you could keep him down by occasionally stabbing him. So if Sanguinius can take him down once, he can keep him down permanently just by occasionally punching him. Being unkillable is an overrated thing given that dark Eldar are a thing.

I'am pretty sure that does that achieved there full potential, are does that didn't really have "strong" competition, since if that is the only thing that was needed, then the Lion and Angron should have awakened there full potential due to them possibly suffering the most(definitely for Angron) As for how a Primarch acquire there Full Potential, I think they would need to embrace who they are as a person, no more hiding it, no more turning there backs to it, they must accept it, while also removing there mental flaws as well In the Horus Heresy, especially in the Siege of Terra, Sanguinius truly did achieved all of that, with him fully embracing who he truly was meat to be, and he was able to achieved all of this
