I believe he's using a form of auto tune with a chorus effect on top but I'm not 100% on that
It's running breaks through a vocoder hooked up to a synth playing chords. Pretty easily achievable in any DAW with a vocoder, though at this point he was probably using a hardware vocoder (or some early software one perhaps) and a lot of those older hardware vocoders have a very particular character to them that can be a bit hard to exactly replicate.

My other guesses are "Antares Auto Tune" and I have seen that Native Instruments' "Generator" from 1998? has also a vocoder expansion module.
