Interesting one that, and one that would flummox a lot of techs I'm sure - i don't associate weird intermittent problems with voltage regulators. That's why you're a pro and I'm just a tinkerer 😁
I bought the exact same receiver, faulty as well, for 25€ It would not turn on and go to protect mode, due to an incorrect power supply rail voltage I managed to byoass that security by adding a 10k resistor from the monitoring rail to ground, and it now works fine, except for analog video, but I don't really care about it honestly Maybe I'll try to find another board, but that doesn't seem to be an easy task...
I have a HTR-3067 , I'm having a constant audio buzzing , coming from all the speakers, decreasing the front panel dimmer light lower the buzzing but I can decrease down to -4 only, I wouldn't mind to even turn off completely the front display light to get rid of this buzzing.
I have an RX-A2010 that has a similar issue where the display gets sort of garbled after loud volumes until I restart the unit. Do you think it's having a similar issue?

I usually check first for visual problems then check for proper voltage. Nice work!

What fluid you use to clean off the flux?

So if you did not have the IC you needed meant not fixable?...
I may have used a fixed voltage regulator if I could not get the exact IC as replacement.
