It is making references to his time in Berlin, but I think it runs deeper than that.

The BowieBible says he released this song on his 66th birthday in 2013. The lyrics recall his time living in Berlin from 1976 to 1978. That's when he released the albums Low and "Heroes", as well as Iggy Pop’s The Idiot and Lust For Life. The various place names in the video are places in Berlin. Potsdamer Platz, for example, "marks the point where the old road from Potsdam passed through the city wall of Berlin at the Potsdam Gate. ... It was totally destroyed during World War II and then left desolate during the Cold War era when the Berlin Wall bisected its former location. ... The sense I get from the video is that he is remembering places from his life and making the point that in the end we are ourselves become memories, existing to (for) others among our mementos. Pretty bitter sweet and somber stuff.
