This current chess era is a bit less interesting due to heavy dependence on chess engine analysis that makes any casual person seem like a genius. You see it in all the videos where someone comments "what a bad move, if they did this, that and the other they would win" and they pretend that they just casually came up with that and not their best friend StockFish.

After Kasparov's last move Re7+, the black king can no longer defend the rook on f3. Next move white will simply capture black's rook and white will be up a rook, a bishop and very soon will have a new queen on the board.. so black decided to resign the game, hence giving white the win.
The big board is half a step behind so they never show it on that. But if you look at the small live chess board, Kasparov moves his rook one to the right putting it in front of Hikaru queen. The queen has to move , therefore exposing Hikarus rook to be taken. Once taken, Kasparov would get his pawn upgraded.
