That is a great question, it probably looks strange when you do not know the reason lol. It is called seasoning a stamp. When stamps come fresh from the factory they have a coating that interferes with the ink adhering. A quick rub on your skin removes this and improves the texture of the stamp. When I am inking a stamp for the very first time, I do this and also stamp it on scratch paper several times until it is stamping perfectly. Even if the stamp is used it can pick up lint or dust and rubbing against your arm removes any impurities that could interfere with your stamping results. Some crafters use an eraser to achieve the same results but that takes longer because the eraser is smaller. Hopefully that makes sense.
