You do see a ladder from a fire truck reaching out in the area and those trucks are water tankers and pumps as well as having fittings to attach to fire hydrants. They must've just assumed that the best they could do was to prevent the spread to other structures. People often forget that metals can burn, after all that's what rusting is, oxidation.
