We had the chance to test drive it. (A regular 2021 Rav4 AWD hybrid user) Top end is much stronger and it seems very easy to go over the speed limit.

I guess empty battery doesnt mean completely empty since the rear motor is still driven; it must have a huge buffer for the HEV system

That is right, this is why I used "empty" not empty, because the battery in reality is not empty. The part reserved for electric mode is "empty" (in reality the SOC is around 25%)
