You can’t touch the inner layer with the gloved hand. The inner layer is considered unsterile. You can touch it with your bare hand while putting one the first sterile glove only.

If you have scrubbed and worn a surgical gloves there's no problem with this method
But if considering strict aseptic condition as in orthopaedic surgery they don't allow us to wear surgical gloves even for skin suturing or painting the surgical site
