For PC issues, I've gone with this before. "Hey, could you [open command prompt] and 'type /s /r /t [60-300]' for me? This is going to put your computer in to a diagnostic mode for a short time. With luck, it will help us find the problem." All it does it tell the computer to fully shutdown (/s), then restart (/r) after that many seconds (/t X). Easiest way to get illiterate people to cooperate with something many are obstinate about.
Hard reboot does wonders for the machine. I got a friend who never shuts down his computer, he just places it in hibernation. Then he complains about having a bunch of issues with his computer. I tell him "just run Windows Update and install the required updates if you have any, then reboot your PC" and his complaints are gone for a few weeks. It's crazy how keeping your computer updated and giving it a nice fresh start once in a while makes it work better.
Hope you've got some time on your hands with that instruction - Working for an MSP for 10 years I've met plenty of people who, even giving it character by character, would still mess that up to the point you're on a 30 min phone call before you know it. I'm personally a fan of going to the powerpoint like Josh, simple 1 step instruction with minimal room for interpretation and most importantly for the user it doesn't feel like they're doing anything technical, so it avoids the whole 'I'm too dumb for IT (so ill tell you about it instead of following your step-by-step)' mindset that too many people have.

As a IT tech myself. You'd be surprised how often turning something off and turning it back on solve the issue. Also it's one of the first questions on our inspection list. We have to ask so we can cross out any errors that might be caused by it.
Ill never forget my cert 4 in IT low level stuff. The lec dude legit told us to watch IT crowd as homework. But for real so many issues get solved with rebooting. Recently do the clean boot as my first step when diagnosing stuff. Recently had my gpu die, then i fried my mobo while cleaning the gpu. Oncd i figured that all out, my c drive started corrupting because i disabled win updates for a year and done weird things. While fixing that one of my ram sticks died. Gah, having overlapping problems is the worst.
