I always did love that contrast between Bowser and Eggman: Bowser cares about his troops unconditionally even if he does get rough with them for blundering. While Eggman only sees his minions, robots or organic, as mere tools for him to scrap once their uses are done. Even the one he comes to genuinely cares about, like Metal and Sage, his care for them still comes from a bad place.
