You don't need to take it to bare metal, if it looks good just leave it there, if you find stuff like clearcoat chipping you will need to sand it down to the paint coat and prime it real good to avoid further reactions. On old volvos the rust protection layers are better than anything you'll be able to find these days as you said
Also your filler technique is good, the cardboard trick is widely used in bodyshops. 150 is enough to sand down fine filler, this way you can feel any residual imperfections better, it's longer to sand down but you'll save time on ulterior sanding steps

Yes, but not without modifying the trailing and radius/ulna arms, which I REALLY don't want to do. It would honestly make more sense to move all the mount points down, but again, I don't think it's super safe to mess with suspension attach points.

Looks good! How much paint did you end up using and how many coats of each?
I used a little over a gallon of color after 3 coats and finishing the trim, sunroof and air dam.

Why do you heat up some parts before painting them ( like calipers, swaybar etc). Heat activated paint or smth?
No, just regular paint. The torch burns off any stubborn oils and heats the metal to open the pores. Just better paint adhesion.
