Only the ‘Necessary’ cookies will be loaded till the user gives consent. I'm not familiar with Didomi, but it looks like it's proprietary software that can be applied to various digital platforms and not just WordPress. They both seem to do similar things, but Didomi looks much more "advanced". I would think those are more for large organizations and agencies. Either way, I hope that answered your question.
Thank you for the tutorial. It helped confirm a lot but I there is one issue. Each of the buttons are transparent. I cannot see the text. I tried to change the color and text but on my site, it's still not visible. Could you help? By the way, I already tried different color combinations and even changing the default where it says #transparent.

Helloo I'm having an issue with the button colors. I changed them to black and hit save changes, but they still show up as blue. The color palette shows that black is selected, but the buttons are still blue. Has anyone else experienced this problem and found a solution?

Hey, Roni! Thanks for watching! I believe the use has to interact with the banner in order for it to disappear. By default, once the user interacts with the cookie bar, the same user will not be shown the cookie bar for the next 365 days, unless he clears the cookies in browser data. I'll take a closer look at the settings and see what I can find.
