When he is mentioning polynomials of degree one being a vector space what about if let’s say u=x+3 and then v=(-x) + 2 let’s say? Then u+v=x+(-x) +3 + 2 = 5. So would that not mean that polynomials would not form a vector space?

I think there was a little bit of a mix up. The set of polynomials of degree 1 is NOT a vector space. Because you can always add a polynomial ax+b with -ax+c resulting in a zero degree polynomial which is NOT in the set of polynomials of degree one. Which is why it is said the set of polynomials of degree AT MOST n is a vector space. Not exactly n.
12:25 No way, this is wrong. In the case of Additive Identity adding the zero vector to any vector is vector itself. This can only be true when you are multiplying any vector with zero vector.
