A new Sith Empire, ruled by Darth Krayt, emerged one hundred twenty-five years after the Battle of Endor. Darth Talon, a third-generation Sith, was raised and trained in the Sith Academy on Korriban under Darth Ruyn. When her master saw her control of the dark side, he forged her into a deadly assassin. Yet, it was not her skills in combat that defined her, but her unyielding loyalty to the One Sith, a devotion that ran deeper than blood. In the rebuilt Jedi Temple on Coruscant, now the Temple of the Sith, Darth Krayt summoned Talon and her master for the apprentice’s final test. Krayt ordered Talon to kill her master, and without hesitation, she obeyed. Embracing the darkness within her, she unleashed its fury, striking down Darth Ruyn. Recognizing her unshakeable loyalty, Krayt appointed her as one of his two Hands, making her an extension of the Dark Lord’s own will.

Absolute loyalty to your master actually goes against Sith doctrine. The point of embracing the dark side is to obtain power for the self. This is why every iteration of the Sith order ultimately destroyed itself before Bane's Rule of Two.
While yes, you are correct, Darth Krayt implemented the One Sith. Which is similar to Old Republic era with many Sith members. However, unlike the Old Republic era Sith that had constant in-fighting and back stabbing, the One Sith had one absolute leader, in this instance Krayt, and all deferred to him or were killed.
No in-fighting, no multiple factions, no shadow emperor or council working in his "absence"
