A few of the targets in this game seem like they desperately needed mental help, like Silvio and Jordan. Sadly, Silvio was on Grey's Providence hitlist and Jordan was collateral that had to die so that Sean Rose's men could get an opening to deal with Thomas Cross.
Also, if you listen to silvios meoir writing in the observatory, he says he is going to take the virus once its complete and runaway with it, so it can be used to kill the 1% and the elite just like 47 is doing.
I feel way worse for Penelope Graves. Like, even if Silvio’s life was bad, he’s still working on a horrific bioweapon and being a dick. Even Diana knows that killing Graves wasn’t cool.
I've noticed an interesting detail, that when you were leaving the therapy session as Dr. Lafayette, the guard which was waiting outside for Silvio was the guard who's downstairs with the shotgun. This has lead me to believe that, if Silvio has lost his bodyguards, that role will be taken by whichever guard(s) have escorted him into safety after they're gone, which is what the shotgunner did when you threw the propane flask down the chimney.
