Hello, I have a question. If I’m not US citizen or green card holder, I’m not eligible to open WOSB and apply for government contracts, right? And any suggestions how can I do that? Thank you.
Some government contracts are open to foreign owned firms, others are not. You can look for contracts that you are eligible to bid on, and you also could team with another business that is eligible.

Hey I have two questions can I submit multiple rfqs or another one if I want to, and can I ask the CO/POC what the lowest offer is that he received because I want to make sure I win
All of the bidders are submitting their bids at the same time, and then the CO will open and review all the bids. So no, asking the CO the amount of the lowest offer won't work. If you want to submit multiple offers on a single solicitation, ask the CO if that is allowed. Sometimes it is, sometimes it isn't.

There have been some recent changes to the program for Veterans, you can find out about the program at the sba website: www.sba.gov/federal-contracting/contracting-assistance-programs/veteran-contracting-assistance-programs. Bear in mind that the program changed this year, so if you're looking at older content it may not give you the latest info.
