Well he doesn't specifically say its in his head he points to his head while saying it but its kind of implied that as long as a single nucleus survives he will to.
The nucleus in his head is the most reinforced part of his body so it makes sense why a final flash would be able to completely obliterate cells body if he hadnt dodged
Every cell inside of Cell’s body has a nucleus, and only the nucleus inside needs to survive any attack for him to come back. If there is a single cell from his body left over from hitting Cell with an energy beam or explosion, he will regenerate. That is how he survived having his top portion annihilated.
i mean why would you literally tell them what part of your body they have to destroy to kill you for good unless A. You're trying to lose B. You're lying and trying to give them false hope C. There actually is a nucleus/weakspot but he was misdirecting them towards his head (for all we know, he can move it around his body at will)
although having "any cell" able to regenerate himself is also messed up as then he could technically regenerate himself after what Gohan did. Yes Gohan may have "erased" every cell that was standing in front of him but just think of that molt he left behind. Based on this logic he could regenerate using the cells from his molt. Or like most humans if he left skin cells behind or hair follicles which would all be able to be regenerated from with this definition.
Those are all dead cells though, I can imagine that it has to be a living cell. Perhaps cell could have multiplied while those cells were still living?

This was mentioned in DBZ Kakarot, and when Goku asked Cell, he said that he was lying about where it was as to not give away his tactics
That makes sense. He was playing with the Z warriors a lot after reaching perfrct form.
