He won't be there unless you have unlocked this notorious mark on the hunt board first by progressing through the main scenario quests. He is located at the very northern tip of Sanbreque. There's an extra fast travel obelisk right there for some reason, but I don't think it ever gets used.
@@jaron95 by the point I finished the Rising Tide there are none notorious mark added on my hunt board, I already defeat svarog and etc. Does to unlock more I have to play more side quests?
