This game really turns you into a monster: After a long fought battle with enemy strike fleet, my ships were in tatters and I happen to notice that the city I was limping towards had a enemy contact. Seeing that I was dead if I don't get some rudimentary repairs on my ships, I decide to nuke the assumed enemy strike fleet. Turns out it was not a enemy strike fleet but a small trader caravan with 3 tiny escort ships. When I arrived to the bombed out city, the locals were furious at the rebel forces that they believed to behind this horrific miscalculation and asked me, the Sole representative of the Romani Empire, to voice my opinion. Seeing that the situation was bound to get worse, I decided to fan the flames and proclaimed that the rebel forces were making God angry and we would bring divine punishment to these heathens. The locals went into religious frenzy, named me a new messiah and gave me punch of resources which I used to do some emergency repairs and left the town. I then saw 5 nukes heading towards my last known location which just so happened to be the town that I nuked. I'm such a hero...
That's the thing, you never really have to be a monster, it's just a question of morality and how much hardship you are willing to endure in order not to hurt civilliand and whatnot. An entire playthrough with no nuclear weapon usage is more than possible
The nukes are likely tactical nukes; these are not the Terminator 2 nukes but likely 1-100kt of yield. The explosion appears underwhelming, but the view in air strike moments is zoomed out as far as possible, and the size of the ships is also much larger than they appear. That explosion looks underwhelming, but it most definitely is a nuclear one.
19:20 Regarding the size of those nukes, they're tactical nukes intended to take out units, not entire cities. They're still pretty large but you don't really have any perspective on their size. Even those small ships you see are the size of a Corvette warship.
Funny enough, small nukes are actually worse for the local environment than big ones. The big ones throw most of their radioactive waste high into the atmosphere, where it can undergo multiple half-life’s and reduce its radioactivity before it hits the ground. Small ones just cause a ton of radioactive junk to get thrown nearby and makes the whole area a nuclear wasteland.

They look mild, bur every one od them cuts your battle power in half, even if your ships survive. And they lanch them in volleys. Always in fucking volleys. A little late here, but the tactical side of the game, firstly, never gets any more complicated than V=S/T, and secondly, isn't too necessary when trying to complete the game. Some light calculations for a bit of awareness are rather useful, but you can survive without them so long as you're good enough of a pilot. Of course, best performance is achieved by combining the two skills, but they are relatively interchangeable.
russia has a lot of tactical nukes, that arent to destroy whole countries but to use the same way as the bomb Trump used on the taliban, the MOAB tactical nukes can be as powerful as the MOAB while being 100 time cheaper more specifically, the MOAB has a yeld of 10 kiloton and has a blast radius of 1 mile while tactical nukes have a can go from 1 kiloton to 50 kiloton, aka from 0.32 mile to 2.23 miles which isnt a lot and is usefull to destroy army lines, it wont destroy a city
