Power scaling is completely irrelevant when deciding what team is better. What you should be considering is the quality of the writing, the history of the characters, and the enjoyment you get from the comics. Saying that the justice league and x men are better than the avengers just because of power scaling is stupid and is equivalent to saying that injustice is better than mortal combat because the characters are stronger.
Justice League and X-men have waaaay more iconic and interesting stories/villains than any other team.... The Justice League has a few bases over the years, and almost all of them have been amazing. From a hollowed-out mountain filled with amazing technology to a satellite that orbited the Earth to a moon base and now the actual Hall of Justice that serves as a museum as well as a headquarters for every hero, the Justice League has never been why about showing off.
There have been a few bases that could have been better. When the Justice League became a United Nations sanctioned team, the America team was stationed in a brownstone that could barely handle the energy needs and had a leaky roof, but besides that, every base has been the thing of dreams.
The X-Men have stayed on top almost continuously, making a mark on pop culture that no other Marvel franchise did until the Marvel Cinematic Universe and producing the biggest line of related books in comic history.
