Any reason as to why is that so? You get people's hopes up (including mine) then you just shove that line in there. Not really a (hyper)cool move doing that
MapToolkit refers to nfsu360's project, which has only been teased for 10(!) years. Hypercooled is its own thing, you can even apply for tester if you'd like to use it right now. The line was there as a joke as it's a running gag that MapToolkit will never release.
Imagine the entire real world recreated in NFS World (a bit like in the new MS Flight Simulator using real map data)! Would be amazing, but also way too much effort...

I know that the editor is probably not capable of doing that, but some sort of plugin eventually would. Of course it wouldn't look like the real world and it would just put generic tree models into forest regions, generic building models into citys, ..., but overall it would have the same street layout which would be very cool.
It would be pretty cool if someone ported a GTA map to NFS, since NFS maps aren't wide open like they are. I know that would be a ton of work, but this makes it possible
Liberty City would work in Rockport, as it's based on New York (Downtown Rockport is Manhattan, Rosewood is Queens, Camden is Brooklyn + some places from Newark, NJ) As Palmont was based on a mix of LA and LV, State of San Andreas could work in Carbon. And Vice City for NFS Undercover.

But one thing I never managed to get to work are the street lights. Do you know any way to get working streetlights? I feel like they had them in the game at some point but I don’t know how to make em work :( it’s not crucial to have em but it’s the only thing plak edition has and mine doesn’t so it be kinda nice haha And I hope that map editor is coming for mw!

That's not how it works. One would have to recreate the whole streets from scratch and it would be a lot of effort.

The engine won't handle that, no way. Even something like The Crew's map of US wouldn't be possible. Merging two or three NFS maps, more likely.
