Holley Idle Mixture Screws Not Responding? Maybe It Is a Holley Reverse Idle?

I ran into a situation where the idle mixture screws on this Holley 2 Barrel would not adjust properly. I could run the mixture screws all the way in and there was no response, the engine just kept idling.
If this were a high-performance application, I would have suspected the transfer slots, however in this stock 2bbl setup that would be unlikely.
After searching around I heard of something called a Holley reverse idle and that seems to be what I have.
I am going to show how the idle mixture screws have the opposite effect that most people would expect, show how I adjusted it with an air fuel ratio meter, how you can get a ballpark adjustment without an AFR meter, and some things I noticed were different on this Holley that may help you decide if you have a reverse idle.
