no, the difference being their arm is in the same pocket as their head. whereas with a head and arm guillotine the arm is across on the other side. So this functions more as a head and arm choke, like what you'd get from mount, while the arm in guillotine still essentially functions the same as a normal guillotine, with the trapped arm merely providing control.
