Unless you plan on going heavy with Zombies (such as having necromancer with vicious aura for zombies), then regiments are the best. They unlock irregular units (like wights), they are super cheap, they take at least a turn to kill if not longer, and you really don't care if you have to leave them on an objective all game. Just don't expect them to do any damage!
Zombie regiments are cheap unlocks and make excellent road blocks, objective sitters and unit strength that the enemy has to waste the attacks of something much better to kill and now and then they survive a round and increase their value even more. They also largely get ignored and thus often end up being overlooked as a surge charge. Never underestimate them damage wise. I've had them spike so many times and cause really unrealistic damage. Superb unit for the points. I'd almost never take a horde or legion.
