Great interview. My Filipina spouse and I filed my 13A visa forms with supporting documents (including proof of retirement income and a statement from my municipal police department stating no criminal activity) with the Philippines Consulate in Chicago in October 2018. About one month later the Consulate sent me an large sealed envelope with documents that I was instructed to take unopened to the Bureau of Immigration to complete the processing. The Consulate also returned my US passport, which already contained my 13A visa. When we went to BI the next working day after arrival, we spent the entire day there completing the process. (It may not have taken so long but BI was packed with POGO workers from China. ) BI told me to come back one week later, I believe, and I was then issued my Alien Certificate of Registration-Identification (ACR-I). My ACR-I indicates that I am a Permanent Resident and lists my Visa as Sec 13A on the back. I renew it for 500 Pesos each January. The hardest part of the entire process was trying to navigate the BI in Manila. I’m glad I did the great majority of the legwork in the US. This was my experience, although things could have changed in the past three years.

The one thing they skipped over is the length of times of the 13A. The first one is" probationary resident" good for 1 year. Then you apply for the 10 year after that. Also plan on spending months waiting for paperwork to get completely done by immigration. This is especially true if live out of Manila. It just keeps going back and forth. After completed than you apply for ACR and wait again. We live in Cebu 13A approved now waiting on ACR card.
I've gone thru the IATF resolutions posted on their website and seen nothing related to the removal of travel insurance requirements for balikbayans. I still have my hopes up and anxious to hear from the travel consultant. I hope the authority would finally put an end on this requirement as majority of balikbayans are really former filipinos who want to be home again and spend time in their motherland.
We have the same case Grandpa, I have a birth certificate that was secured when I went to first grade, misplaced it ( and luckily found it) I was issued a passport with that birth certificate and can’t apply for dual citizenship because I can’t provide a PSA issued birth certificate
Same problem here. Canada Consulate wants me to have a new authenticated birth certificate to accept my dual citizenship application even though I have old Phil. Passport 😤

Wow sounds very confusing, to many different requirements and different costs. On the SSRV Facebook page to many are complaining about different things mostly taking so long to approve the application. As a Balibayan as he said can stay up to 1yr.

It's either because of corruption (kickback from insurance association), or ignorance that the insurance is generally not accepted by Philippine hospitals. Thus, you will still need to have cash, although the amount you paid could be claimed later at least partially if not totally. But if you have no cash, what is the point? Stupid requirement!

To collect on dead spouses social security, you must have been married for 10 years Ok need to EDIT my 1st reply lol; MARRIED 1 continous year, BUT only get 32% benefits, if under 62 years of age.....10 years applies if you were DIVORCED from your spouse, AND you cannot be currently married, and be 62 or over. Now, my mom, was 57, when my step dad died, she had to wait until she turned 60, to get his benefits. Which is dumb, me and 1 of my brothers took over the mortgage and everything to support our mom, until she turned 60, to collect dad's benefits. What if she had no kids to do this? She'd lost everything and become homeless! They were married 36 years His ex wife from 40+ years prior, came out of the woodwork like a cock roach and also collected on his benefits!!
A survivor spouse can apply and collect survivorship benefits from a deceased spouse from SSA by presenting a valid marriage certificate, regardless of the length of marriage, place of marriage, and location of the surviving spouse, assuming that the deceased spouse had payments with the SSA.

Grandpa, can you please clarify, I'm a bit confused....my understanding after watching this vid is that as a Balikbayan I have to present an identification Certificate (IC) upon entry to the Philippines, but how would I get an IC if I am not a dual citizen? Also, is it confirmed that travel insurance is not required anymore? On a side note, I just want to say I wish the Philippine govt would modify testing requirement by using non invasive swab instead. Nose swab and travel insurance are two top reasons I still wouldn't travel back home. BTW, we are temporarily residing in Germany, but I presumed that as a Balikbayan we all fall under one travel protocols though I know there are exemptions depending on the country one is living currently. Let us not blame the airlines for checking the travel insurance requirements. They are only following the rules issued by the BI. In the last section of the latest BI travel advisory, it states: "AIRLINE RESPOSIBILITY: Fraudulent and/or unverified vaccine certification, and passengers non-compliance with insurance requirements shall be the liability of airline carriers." BI is confident that the airlines already performed their due diligence regarding passenger's travel insurance, for fear of being penalized by BI. That is the reason BI no longer checks the travel insurance upon arrival at NAIA.

After going through passport, return ticket, vax card, etc., the BI agents are probably too lazy to audit the health insurance. Unlike uniformly structured documents like passport or vax card, they have to read through the entire document, which could be structured differently from one insurance letter to another.
Until the philippines government get their act together, I don’t know how long will it take for them to recover their economy fr the pandemic. Tourism makes up a big portion of their revenue. Given all these nonsense requirements they are imposing I don’t see myself goin back home or any of my family member. Too many red tape!. Why do we need travel insurance when we have ins. Enter using the 30-day visa free privilege. As soon as you arrive, you and your wife should apply for 13A permanent resident visa which is given to those married to a Philippine Citizen. Also, ask for extension while your visa is being processed. When given a 13A visa, that will be temporary for the first year, and becomes permanent once reissued the following year.
Take for example senator Trillanes. Why is he in the senate? I pity those who were under his leadership when he was still in the military as they had no choice.
Why can’t the Philippines just renew the Philippine passports of former Pilipinos who became a national of other countries so that we don’t have to go through the trouble of re-acquiring our citizenship via tons of paperwork, loss of time and money? Since according to them, we did not lose our citizenship anyway? Isn’t granting the Philippine passport and with that, we’ll be able to stay, and invest in the country? What they can do probably is to issue a different color passport to show that this particular Pilipino passport holder has dual-citizenship or they can add a code or wording to that passport in order for the Philippine immigration distinguish that the particular passport holder has dual-citizenship? They can still charge a processing fee, passport fees, etc. This would be less work for the people at the consulate/embassies.

13 a is a type of visa to become a permanent resident in the Philippines. You must have a Philippines spouse to apply. SRRV is special resident retirement Visa. special visa for foreigners to come over to the Philippines and become permanent residents as long as they deposit a certain amount of money into a Philippine bank and never touch it. PRA the Philippine retirement Authority which is the government office that handles all the retirees that come over that special Visa. Bi would be the Bureau of immigration which handles all other immigrants.

Why did my San Francisco Phil embassy reply that 13a applications is suspended?

You can't. It is called Dual Citizenship Identification Certificate. You have to be dual.

I see 13a in your Frontpage pic, I emailed Phil embassy in SF, they said it's suspended. Main reason I inquired is I married a Filipina and wanted know if 13a alleviates the round trip ticketing requirement. Do you know? For future 13a possibilities it be nice to know.

13 a is a type of visa to become a permanent resident in the Philippines. You must have a Philippines spouse to apply. SRRV is special resident retirement Visa. special visa for foreigners to come over to the Philippines and become permanent residents as long as they deposit a certain amount of money into a Philippine bank and never touch it. PRA the Philippine retirement Authority which is the government office that handles all the retirees that come over that special Visa. Bi would be the Bureau of immigration which handles all other immigrants.
